Judy O’Brien

As the Director of Development & Strategic Partnerships, Judy has responsibility for overseeing fundraising efforts and board member relationships for Keystone. Judy enjoys working with program staff to support project development and fundraising for those initiatives, and brings a unique perspective to the process, having first spent over 20 years as a facilitator and Director of the Keystone Energy Board. Judy manages Keystone’s Annual Leadership Awards, which each year since 1993, honors leaders who embody the spirit and tenor of Keystone’s collaborative, bi-partisan approach to policy making on challenging societal issues. She also maintains her relationship with the Energy Board, serving as a Senior Advisor to the group.

In her years as a facilitator, Judy’s work was primarily centered around energy policy issues; however, she was also a part of numerous project teams across each of Keystone’s programmatic areas. Her facilitation experience included on-going stakeholder boards, strategic planning initiatives, and stakeholder engagement processes. She has facilitated stakeholder groups on electricity transmission siting; natural gas pipeline siting; and development of regional transmission organizations. Judy also has experience in Keystone’s environment and health program and served as part of the facilitation teams on several public health initiatives, including food labeling, obesity prevention, AIDS, and prescription drug labeling.

Prior to joining Keystone Policy Center, Judy spent five years working on energy policy issues for Congressman Phil Sharp on the staff of the Energy and Power Subcommittee. Judy graduated from Siena College with a B.S. in marketing and management.
